What Is an E-Invoice?
An e-invoice (electronic invoice) is an invoice issued, transmitted, and received in a structured machine-readable format, most commonly XML, that allows it to be processed automatically by accounting software. Unlike a PDF or a scanned paper invoice, a structured e-invoice carries every field (supplier, buyer, line items, VAT rates, totals) as data, which removes manual re-typing and dramatically reduces errors.
In the European Union, e-invoices follow the EN 16931 semantic standard, and in cross-border exchange they typically travel through the PEPPOL network using the PEPPOL BIS Billing 3.0 specification. In Latvia the applicable national standard is LVS EN 16931-1:2017.
E-invoicing requirements in Latvia arrive in stages: structured e-invoices are mandatory for invoicing state and municipal institutions (B2G) since 1 January 2025, from 1 January 2026 e-invoice data must be submitted to the State Revenue Service (VID) under Cabinet Regulation No. 749, and from 1 January 2028 structured e-invoices become mandatory between Latvian-registered businesses (B2B). That makes the ability to read, verify, and issue standards-compliant XML invoices a day-to-day necessity for every company operating in Latvia.
